唐山市人民政府日前印发《全国碳排放达峰试点(唐山)实施方案》,提出推动钢铁行业2026年前尽早达峰,鼓励钢铁企业实施极值能效改造,实现能源系统优化和梯级利用。建立以碳排放、污染物排放、能源消费总量为基础的产量约束机制,探索对钢铁行业实行以污控产、以煤定产。建立完善产能和产量“双控”机制。

全国碳排放达峰试点(唐山)实施方案

2023年,唐山被国家发改委确认为首批碳达峰试点城市之一。本实施方案根据《全国碳达峰试点建设规划》和《碳达峰试点实施方案编制指南》的部署要求,结合我市实际,制定。

一、总体要求

1. 工作基础

唐山市深入贯彻落实习近平总书记“在转变发展方式、调整经济结构、推进供给侧结构性改革上争当先行者”重要指示精神,高度重视低碳绿色发展,形成了双碳“1+N”政策体系,吨钢碳排放强度持续下降,产业结构不断优化,风电、光伏等新能源产业健康发展,新能源试点建设有序推进,低碳技术创新应用不断取得突破。

2. 挑战

一是钢铁行业转型升级困难重重,关键技术突破难度大,能源资源利用效率亟待提高。二是唐山钢铁、化工等重点排放行业尚未纳入全国碳交易市场,碳减排政策缺乏有效抓手,企业节能减碳技术研发与应用仍需进一步加大政策扶持力度。三是相关标准规范体系尚未建立,影响全市各行业低碳发展和规范管理。四是唐山专业人才储备仍较为匮乏。

三、指导思想

唐山将深入贯彻习近平生态文明思想,全面落实习近平总书记对唐山“三个着力打造”“三个引领”的重要指示精神,立足新的发展阶段,坚持新发展理念,走绿色低碳高质量发展之路,以建设碳达​​峰试点城市为重点,全面落实全市“12345”总体工作布局,全力打造“新产业、大港口、高技术”三大支柱,统筹推进“新平台、新产业、新家园、新生活”四方联动,加快推进唐山发展方式绿色低碳转型。

二、建设目标

1. 飞行员定位

以经济社会发展全面绿色低碳转型为引领,以钢铁、能源、化工、建材、交通等产业低碳发展为核心,不断深化区域绿色低碳协同创新模式,打造老工业城市绿色低碳转型发展示范区;着力提升钢铁产业低碳转型能力,努力打造唐山钢铁产业“重要窗口”,努力打造钢铁产业绿色低碳发展试验区;推动风光储协同发展,构建绿色交通体系,加快构建新型电力体系,打造环渤海地区新能源高质量发展先行区。唐山将在钢铁产业转型升级和城市全面绿色低碳转型发展方面进行示范探索,确保2030年前实现全市碳排放达峰,为全国老工业城市转型发展贡献“唐山”经验和模式。

1.老工业城市绿色低碳转型发展示范区。唐山市是一座百年沿海工业城市,地处环渤海湾中心区。习近平总书记2010年、2016年两次视察唐山并发表重要讲话,提出“努力把唐山打造成为东北亚经济合作窗口城市、环渤海湾地区新型工业化基地、首都经济圈重要支点”、“在转变发展方式、调整经济结构、推进供给侧结构性改革上走在前列”。唐山市将锚定碳达峰目标,加快调整经济结构,挖掘新动能,构建现代化经济体系,推动经济社会发展全面绿色低碳转型。 立足国家级精品钢铁生产基地和国家级石油化工产业基地定位,以优化产业结构、调整能源结构为重点,全面推进工业、能源、农业、建筑、交通运输、生活消费等经济社会发展全过程各领域绿色低碳转型,形成老工业城市碳达峰新典范。

2.钢铁产业绿色低碳发展试验区。钢铁是唐山第一大支柱产业,从1925年华北第一家工业钢厂,到唐钢成为中国转炉炼钢的发源地,经过多年发展,已形成采选、烧结、焦化、炼钢、轧钢、冶金机械、金属制品、钢铁物流等主辅产业门类齐全、上下游产业链完整的工业体系,拥有首钢京唐、首钢迁钢、河钢乐钢、丰南纵横、迁安九江、迁安燕钢、津西钢铁等骨干企业。 唐山将立足钢铁产业规模和优势,推动传统钢铁产业绿色低碳转型发展,推进“减总量、优化布局、延长链条、提高质量、增加效益”,培育打造一批产业链核心企业,不断推进传统钢铁产业与战略性新兴产业相互促进、融合发展的新格局,打造全国最大的钢铁清洁生产示范基地。

3.环渤海地区新能源高质量发展先行区。近年来,唐山市转变能源利用方式,努力摆脱对传统能源的过度依赖,密集出台和实施一系列新能源政策,积极构建“风、光、水、火、储、氢、氨”多能互补的新能源格局,全力打造绿色产业体系。目前,全市新能源重卡保有量居全国地级市首位,持续推进新能源重卡“租售”推广平台、新能源汽车融资租赁平台建设。积极探索风电、光伏等新能源应用创新和开发利用,大力发展海上风电等海洋能源,加快交通结构转型升级和新型电力体系建设,推进区域新能源合作和通道建设,打造北方地区新能源生产应用基地和储能城。

2. 实施路径

考虑到唐山产业结构、能源消费和二氧化碳排放特点以及中长期碳减排压力和经济社会发展需要,唐山推动碳排放达峰的总体考虑是:一是统筹经济社会发展目标。处理好减碳控碳和经济发展、民生保障的关系,确保在完成国家和城市发展战略任务的基础上碳排放达峰。二是尽快推动钢铁行业碳排放达峰。钢铁行业碳排放达峰直接决定着唐山的碳排放达峰。处理好减碳控碳和钢铁绿色高质量发展、经济社会发展的关系,确保在不降低唐山经济发展水平的情况下尽快推动钢铁行业碳排放达峰。三是加强能源保障。推动煤炭与新能源优化组合,增强能源安全底线保障能力,加快构建清洁低碳、安全高效的能源体系。 四是系统部署各领域碳排放达峰工作。围绕产业结构优化和能源结构调整,加强科技支撑,深化工业、能源、交通、建筑、农业、生活消费等重点领域碳减排,分阶段推进工业领域达峰,巩固提升生态系统碳汇能力。

1.分阶段推动工业行业达峰。加快推进产业结构绿色转型升级。聚焦钢铁主业,推动钢铁企业适度向沿海临港地区集中,提高集约化、循环化、现代化水平。推动钢铁行业碳排放尽早在2026年前达峰,鼓励钢铁企业实施极值能效改造,实现能源系统优化和梯级利用。合理控制传统煤化工、煤制油、煤制气产能规模,升级改造电解技术,从生产环节实现污染减排、碳减排。推进原料绿色替代,利用天然气、焦炉煤气等原料替代煤炭制取氢气,用于制造合成氨、尿素、甲醇等产品,从原料消耗角度实现污染减排、碳减排。优化工业能源消费结构,推进化石能源清洁高效利用,提高可再生能源应用比重,加强电力需求侧管理,提高工业电气化水平。 推动电力、建材、化工行业分别于2025年、2025年、2028年实现碳排放达峰。

3.发展绿色交通体系。推动交通运输绿色低碳发展,确保交通运输领域碳排放增长保持在合理范围内。推动交通运输节能减排,加强道路移动源污染治理,优先使用低碳环保节能的新材料、新技术。推广应用节能环保交通装备,加大新能源、清洁能源汽车在城市公共交通、出租车、城市配送、邮政快递、机场、铁路货场、港口等领域的应用。推广绿色智能出行方式。加快建设绿色交通基础设施,坚持将绿色节能理念贯穿于交通规划、设计、建设、运营、管理、维护全过程,降低全生命周期能耗和碳排放。

4.推动城乡建筑低碳转型。建立建筑全生命周期能耗和碳排放约束机制,推动大规模发展超低能耗建筑、大规模既有建筑节能改造、可再生能源在建筑大规模应用等重点举措落地。推动城乡建筑绿色低碳转型,加强建筑节能低碳技术推广应用。持续推进既有建筑和居住建筑、公共建筑等市政基础设施节能低碳改造,构建绿色低碳城市形态。优化建筑能源结构,加快可再生能源建筑规模化应用。打造绿色低碳居住社区,推进绿色农家院建设,加强农村可再生能源推广应用。持续推进城市生态修复,增强生态碳汇能力。

三、总体目标

把碳达峰纳入全市经济社会发展全局,以经济社会发展全面绿色转型为引领,以钢铁行业绿色低碳高质量发展为重点,加快形成节约资源、保护环境的产业结构、生产方式、生活方式和空间格局。

到2025年,唐山碳达峰试点城市工作取得积极进展,非化石能源消费比重达到4%以上,单位GDP能耗和二氧化碳排放达到省目标。在钢铁行业低碳转型、能源资源利用、能源绿色低碳转型等领域初步形成一批可操作、可复制、可推广的创新举措和改革经验。有利于绿色低碳发展的政策机制初步建立,对全国老工业城市碳达峰工作的示范引领作用初步显现。

到2030年,唐山作为试点市确定的重点任务、重大项目和重要改革如期完成,非化石能源消费比重达到6%以上,单位国内生产总值能耗和二氧化碳排放量在2025年基础上继续大幅下降,2030年前顺利实现碳达峰目标,二氧化碳排放达峰并稳步下降,绿色生活方式成为全民自觉选择,有利于绿色低碳发展的政策体系基本健全,经济社会发展全面绿色转型取得明显成效。在钢铁等传统产业阶段性达峰、绿色低碳高质量发展、产城融合协调发展等方面形成创新举措和改革经验,对全国其他老工业城市起到示范和引领作用。

(四)具体指标

绿色低碳产业发展格局构建取得积极进展。到2025年,在产业结构、技术创新、空间布局等方面实现战略性调整优化,基本形成绿色低碳现代产业体系,形成若干产业链条完整、产品特色鲜明、区域竞争力强的产业集群;钢铁、焦化企业能效水平全部达到标杆水平以上,产能达标比例超过30%,电炉炼钢比重达到5%左右,有力支撑唐山建设国家碳达峰试点城市;战略性新兴产业占工业比重达到7.9%以上。

能源消费结构更加清洁优化。推动煤炭与新能源优化组合,增强守住能源安全底线能力,加快构建清洁低碳、安全高效的能源体系。到2025年,煤炭、石油消费比重进一步下降,能源结构明显优化;非化石能源消费比重达到4%以上,单位地区生产总值能耗和二氧化碳排放达到省控目标。到2030年,能源消费结构更加清洁高效,非化石能源消费比重达到6%以上。

建筑方式绿色转型成效显著,绿色生活方式得到广泛推广。20​​30年前,城乡建筑碳排放达到峰值,城乡建筑绿色低碳转型成效显著,建筑节能、能源利用效率、废弃物资源化利用水平大幅提升。城镇建筑能源结构不断优化,建筑方式更加清洁、绿色、智能、低碳,建筑和工程质量进一步提高,人居环境质量大幅改善;绿色低碳生活方式普遍形成,绿色低碳运行初步实现。

交通绿色低碳进一步发展。到2025年,中心城区绿色出行比重达到70%以上;绿色交通基础设施加快建设,绿色港口基本建成。到2030年,唐山交通领域绿色低碳生产模式初步形成,交通运输绿色低碳方式进一步发展,环境友好度明显提高,绿色治理能力明显增强。

科技创新硬实力显著提升。到2025年,全社会研发投入强度高于“十三五”期间实际水平。继续加大财政科技投入,确保财政科技投入只增不减,逐步提高规模以上工业企业科技研发经费占营业收入比重。在能源资源基地开展零排放示范区研究,探索重点产品全生命周期碳足迹核算。推进CCUS项目投入使用,加快建设大型碳捕集、利用与封存示范项​​目。到2030年,科技创新硬实力显著提升,以创新为引领的经济体系和发展模式基本形成,环渤海地区具有钢铁特色的科技创新中心基本建成。

三、重点任务

唐山作为典型的以钢铁为支柱产业的老工业城市,肩负着保障全国优质钢铁生产和供应的重任。实现碳达峰目标,需要综合考虑老工业城市自身绿色低碳转型的迫切需求,以科技创新为引领,以能源和产业转型为核心,全面推进工业、能源、交通、城乡建设等不同领域、不同行业的碳达峰行动,探索老工业城市绿色低碳转型新路径。

围绕唐山碳达峰试点建设“老工业城市绿色低碳转型发展示范区、钢铁产业绿色低碳发展先行区、环渤海区域新能源高质量发展引领区”的总体定位,提出了推动钢铁产业尽早达峰、提高能源资源利用效率、推动能源绿色低碳转型、推动其他重点产业低碳转型、推动交通运输绿色低碳发展、推动城乡建设低碳发展、发展循环经济助力碳减排行动等七项重点任务。

1、推动钢铁行业尽快达到顶峰

1.大力推进钢铁行业绿色低碳发展。推动钢铁行业兼并重组,推进钢铁绿色转型,推广国家和省级制造业绿色低碳先进工艺技术装备目录,开展能效对标改造。严控钢铁项目新增产能,严格落实产能置换相关政策,对能效水平低于行业能耗限额准入值的在建钢铁项目按有关规定停建、整改。建立以碳排放、污染物排放、能源消费总量为基础的生产约束机制,探索在钢铁行业实施污染源限产、以煤为主的生产。

2.持续优化钢铁企业布局。推动钢铁企业规模化、集团化发展,构建集团化管理、市场化运作、国际化发展的高效运行机制,构建以大型钢铁企业为支撑、新优特企业为补充的分级发展格局,提升全市钢铁产业综合竞争力。形成以首钢(京唐、迁钢)、唐钢两大钢铁集团为主导,以沿海、迁安、滦州、遵化(迁西)四大片区为支撑,以产能约500万吨的地方8家大型钢铁联合企业为重点的“248”钢铁产业格局。全面实施沿海、迁安、滦州、遵化(迁西)四大钢铁产业片区低碳提升路径,加快推进钢铁企业整合搬迁项目建设。

3.建立完善产能产量“双控”机制。严控钢铁行业产能和产量规模,积极引导钢铁企业摒弃以量取胜的粗放式发展模式,严禁新增钢铁产能,推动存量优化配置,合理控制粗钢产量。严格落实《钢铁行业产能置换实施办法》(工信部发〔2021〕46号),对新建、改扩建项目实施产能置换。加快限制性工艺设备产能置换和升级改造,进一步提高先进产能比重。

4.构建废钢铁回收体系。制定《唐山市废钢铁回收管理办法》,构建全市范围内回收加工配送流通体系,建立废钢铁分类回收网络,按照回收分类标准制定废钢铁资源价格调控机制。建立废钢铁物流管理机制,制定废钢铁加工行业准入标准。到2030年,全市钢铁行业炼钢平均废钢比达到20%以上。

5.推动电炉替代短流程炼钢产能。建立电炉钢产能优惠替代比例、电费折扣、停限产减免等相关政策引导机制,有效促进短流程炼钢发展。大力推动大型钢铁企业以高炉、转炉等长流程产能替代电弧炉炼钢产能。以首钢京唐等行业龙头企业为试点,建设高氧炼铁和短流程炼钢示范项目。到2025年,电炉钢占比比2022年提高3个百分点以上。
