四、投标人资格审查及要求

4.1 本次招标资格审查采用资格后审查的形式。

4.2 本次招标的“投标人资格”要求如下：

（一）经营范围：在中华人民共和国境内依法注册，具有独立法人资格，具有生产或供应招标物资经验，并具有合法有效营业执照的制造商或代理商；

（二）许可及认证要求：投标物资生产企业必须具有《全国工业产品生产许可证》（许可证范围包括拟投标物资）；

（3）生产能力：投标材料生产厂应具备年产100万吨及以上长材生产能力，并应具备与钢铁生产能力相匹配的冶炼、炼钢能力。 生产工艺和设备必须符合国家钢铁工业发展政策。 法规；

4.2.2 铝

（一）经营范围：在中华人民共和国境内依法注册，具有独立法人资格，具有生产或供应招标物资经验，并具有合法有效营业执照的制造商或代理商；

（二）许可及认证要求：招标材料生产企业必须具有《全国工业产品生产许可证》（产品行业无本项的除外）；

（三）生产能力：投标材料生产厂须具备年产投标材料50万吨及以上的生产能力，生产技术和设备必须符合国家钢铁工业发展新政的相关规定。

（四）财务能力：投标人具有良好的依法纳税记录； 须提供投标人近两年（2020年、2021年）的财务报表。 期间新注册的公司必须提供成立后的财务报表； 投标人具有良好的财务状况和资助履行投标包的能力； 投标人注册资本不超过人民币200万元（含）；

（八）其他要求：

6、拥有不少于2条湿法回转窑水泥熟料生产线，日产水泥熟料不超过4500吨（提供厂家承诺书）；

7、水泥生产企业实际供货距离距东莞市300KM以上时，需提交《设立水泥中转仓库申请及承诺书》；

8、符合现行国家标准《通用硅酸盐水泥》（GB175）的要求（提供各项指标的检验报告）。

5.2 After potential bidders complete registration and create information, they can use the CA digital certificate or account password to log in to the "Electronic Trading Platform" through the Internet from 00:00 on July 7, 2022 to 23:59 on July 12, 2022. Purchase and download the bidding documents in the bid section (package) (for specific operations, please refer to the "Electronic Trading Platform" - User Center - Download Center - Supplier Operation Guide).

5.3 There is no need to use a CA digital certificate when downloading bidding documents.

6.Submission of bid documents

6.1 Submission of electronic bidding documents:

The deadline for submission of bidding documents (bidding deadline, the same below) is 9:00 on July 28, 2022.

Bidders must use the CA digital certificate to log in to the platform and complete the encrypted upload and submission of the package bidding documents before the bidding deadline.
