海南省内安装工程材料设备进场第三方质量检测纠纷频发,原因何在?
近年来,海南省安装工程(含消防设施工程)材料、设备不断被项目监理方要求提交第三方质量检验,纠纷不断。有的监理找不到理由,甚至要求施工单位提供不需要第三方检验的理由。好吧,我总结一下。我们可以吃愚蠢的东西,但我们仍然需要弄清楚事情。
现在有两点需要明确:1、相关项目管理规定和工程质量验收规范是否要求对来料和设备进行第三方质量检验。 2、第三方质检费用由哪一方承担。

1 施工单位有权按照施工质量验收规范对进入现场的材料、设备的性能和外观进行部分自检和检验。其量具、仪表经检验合格且在有效期内的,应当符合施工质量验收规范有关规定的要求。进料和设备的自我测试必须获得批准。安装工程中常见的现场管网水压测试、绝缘电阻测试、接地电阻测试、风量测试、温度测试、运行启动时间测试、厚度长度测试等均类似,且无第三方受委托进行检查。建设单位没有能力或者没有配备相应的合格计量工具、仪表进行检验的,监理单位应当要求送第三方检验。

3.2 主要设备、材料、成品、半成品现场验收
3.2.1 主要设备、材料、成品、半成品应进行现场验收,验收记录和验收资料应存档。当设计有技术参数要求时,应对技术参数进行校核,并应符合设计要求。
3.2.2 实行生产许可证或强制认证(CCC认证)的产品应有许可证编号或CCC认证标志,并抽查生产许可证或CCC认证的认证范围、有效期和真实性。

3.2.5 主要设备、材料、成品、半成品进货验收需要现场抽样检验或因异议送有资质的实验室抽样检验时,应符合下列规定:
1 现场抽样检验:同一生产厂家、同一批次、同一型号、同一规格的母线槽、导管、绝缘电线、电缆等,每批至少抽取一个样品;灯具、插座、开关等电气设备,对同一厂家、同一材质、同一型号的灯具,按每件3%随机抽查。自带电池的灯具按5%随机抽检,每台不少于1个(套)。
2 如有异议,送有资质的实验室抽样检测:同一厂家、同一批次的母线槽、绝缘导体、电缆、梯子、托盘、槽盒、导管、型钢、镀锌产品等、不同规格的,应随机抽检10%,且不得少于2个规格;同一厂家、同一材料、同一型号的灯具、插座、开关等电气设备,数量在500件(套)以下的,应随机检验2(套),但每件应不少于1台(套),超过500台(套)时,随机抽检3台(套)。
3、同一建设单位施工的同一建设工程的多个单元工程,采用同一生产厂家、同一材料、同一批次、同一型号的主要设备、材料、成品、半成品时,抽样检验比例应合并计算。
4、当抽样检验结果不合格时,可加倍抽样检验仍不合格,则该批设备、材料、成品或半成品判定为不合格品,不得使用。
5 应有检测报告。

3.2.7高压成套配电柜、蓄电池柜、UPS柜、EPS柜、低压成套配电柜(箱)、控制柜(站、箱)的现场验收应符合以下规定:
1、检查合格证及随附技术文件:高低压成套配电柜、电池柜、UPS柜、EPS柜等成套柜应有出厂检测报告;
2 检查产品型号及产品技术参数:应符合设计要求;
3外观检查:设备应有铭牌,表面涂层应完整,无明显碰撞和凹痕。设备内元件应完好,接线不应脱落、脱焊。绝缘电线的材质和规格应符合设计要求。电池柜内的电池外壳应无裂纹和泄漏,充油、充气设备应无泄漏。
3.2.8 柴油发电机组现场验收应包括以下内容:
1、检查主机、附件、专用工具、备品备件及随机技术文件:合格证和出厂试运行记录应齐全、完整,发电机及其控制柜应有出厂试验记录;
2 外观检查:设备应有铭牌,涂层应完整,机身无缺件。
3.2.9 电动机、电加热器、电动执行器、低压开关设备的现场验收应包括以下内容:
1、检验合格证及随机技术文件:内容应填写完整、完整;
2 外观检查:设备应有铭牌,涂层应完整,设备零部件或附件应齐全、完好、无缺陷。
3.2.10 照明灯具及附件的现场验收应符合下列要求:
1 证书检查:证书内容应齐全、齐全,灯具材质应符合设计要求和产品标准要求;新的气体放电灯应附有技术文件;太阳能灯内部短路保护、过载保护、反向放电保护、极端保护等功能试验数据应齐全,并应符合设计要求。
2 外观检查:
1)灯具涂层应完整、无破损,配件应齐全。 I类灯具的外露导电部分应有专用的PE端子;
2)固定灯具带电部件并提供防触电保护的部件应采用绝缘材料制成,并应耐燃烧和引燃;
3)消防应急照明灯具应取得消防产品型式试验合格评定并具有认证标志;

5)游泳池及类似场所的灯具(水下灯、防水灯)防护等级应符合设计要求。对密封、绝缘性能有异议的,应批量取样送有资质的实验室检测;
6)内部接线应采用铜芯绝缘线,其截面积应与灯具功率相匹配,且不应小于0.5mm2。
3 内置电池供电时间测试:对于内置电池的应急照明灯具,应现场测试电池的最小连续供电时间,并应满足设计要求。
4 绝缘性能检测:对灯具的绝缘性能进行现场抽样检测。灯具的绝缘电阻值不应小于2MΩ,灯具内绝缘线的绝缘层厚度不应小于0.6mm。
3.2.11 开关、插座、接线盒、风扇及附件的现场验收应包括以下内容:
1 检查证明:证明内容填写完整、完整。
2外观检查:开关插座面板及接线盒体应完整,无破损,零部件齐全。风扇应完好无损,涂层应完整。调速器等配件应合适。
3 电气、机械性能检测:开关、插座的电气、机械性能应进行现场抽样检测,并应符合下列规定:
1)不同极性带电部件之间的电气间隙不应小于3mm,爬电距离不应小于3mm;
2)绝缘电阻值应不小于5MQ;
3)若采用自攻锁紧螺钉或自切螺钉安装,螺钉与软塑料固定件的旋入长度不应小于8mm。绝缘材料固定件经受10次拧紧拔出试验后,不应有松动、夹渣现象。螺钉和螺纹应无损坏;
4) 对于金属之间拧在一起的螺钉和螺母,拧紧后将其完全拉出。重复5次后,应仍能正常使用。
4、开关、插座、接线盒、面板等绝缘材料的耐热性、阻燃性、耐漏电起痕性能异常如有异议,应批量取样送有资质的实验室检测。
3.2.12 绝缘电线电缆的现场验收应符合下列规定:
1 检查证明:证明内容填写完整、完整。
2 外观检查:包装完好,电缆末端密封良好,标签齐全。送检的绝缘电线、电缆的绝缘层应完好、厚度均匀。电缆不应压扁或扭曲,铠装不应松散地盘绕。绝缘电线电缆的外护套应有明显标志并有制造厂标志。
3、测试绝缘性能:电线电缆的绝缘性能应符合产品技术标准或产品技术文件的规定。

1检验合格证:钢质导管应有产品质量合格证,塑料导管应有合格证及相应的检测报告。
2外观检查:钢管不应压扁,内壁应光滑;非镀锌钢管不应生锈,油漆应完好;镀锌钢管应涂层覆盖完整,表面无锈斑;塑料导管及配件不应破损,表面应有阻燃标志和制造商标签。
3、导管的直径、壁厚、均匀度应逐批进行检验,并应符合国家现行产品标准的规定。
4、机械连接钢质导管及附件电气连续性有异议时,应按照现行国家标准《电气安装用导管系统》GB 20041的有关规定进行检验。
5、如果对塑料导管及配件的阻燃性能有异议,应批量取样送有资质的实验室检测。
3.2.14 型钢、焊条的现场验收应符合下列要求:
1、检查合格证和材质证明:如有异议,应将批次样品送往有资质的实验室进行检测;
2 外观检查:型钢表面应无严重腐蚀、过度扭曲和弯曲变形;焊条包装应完整,开箱检查时焊条尾部不应有锈斑。
3.2.15 镀锌金属制品的现场验收应符合下列要求:
1 检查产品质量证明书:按设计要求检查其是否符合要求;
2外观检查:镀锌层应完全覆盖,表面不应有锈斑。五金配件应齐全、无水泡;
3 埋入土壤中的热镀锌钢板的镀锌层厚度不应小于63μm;
4、若对镀锌质量有异议,应批量取样送有资质的实验室检测。
3.2.16 梯架、托盘、槽箱的现场验收应符合下列要求:
1检验合格证和出厂检验报告:内容应填写完整、完整;
2 外观检查:配件应齐全,表面光滑、无变形;钢梯架、托盘、槽箱涂层应完整、无锈迹;塑料槽盒应完好无损,颜色均匀。若对阻燃性能有异议,应批量取样送有资质的实验室检测;铝合金梯架、托盘、槽箱涂层应完整,不得有扭曲、变形、压扁或表面划伤。
3.2.17 母线槽的现场验收应符合下列要求:
1 检查合格证及随附的安装技术文件,应符合下列规定:
1)CCC型式试验报告中的技术参数应符合设计要求。导体规格及相应的温升值应与CCC型式试验报告中的导体规格一致。当对导体的载流能力有异议时,应送有资质的测试人员在实验室进行极限温升试验,额定电流的温升应符合现行国家产品标准的规定;
2)耐火母线槽除通过CCC认证外,还应提供国家认可检测机构出具的型式检验报告,其耐火时间应满足设计要求;
3)保护接地导体(PE)应与外壳可靠连接,其截面积应符合产品技术文件的规定;当外壳兼作保护接地导体(PE)时,CCC型式试验报告和产品结构应符合国家现行有关产品的规定。标准规定。

2外观检查:零部件应齐全,包装及产品标志清晰,表面无裂纹和气孔,随附的袋装涂料或填料不应泄漏;铝及铝合金电缆用端子和连接器配件的压接筒内表面应有抗氧化剂;矿物绝缘电缆专用接线端子的规格应与电缆相匹配;电线连接器的产品标识应清晰、耐久。
3.2.19 金属灯杆现场验收应符合下列要求:
1 检查证书:证书应齐全、齐全;
2外观检查:涂层应完整,根部接线盒盖紧固件及内置熔断器、开关等装置应完整,盖密封垫片应完整。金属灯柱内部应安装专用接地螺栓。地脚螺钉孔的位置应与提供的附图尺寸一致。允许偏差应为±2mm。
3.2.20 使用的减阻剂材料应符合设计和国家现行有关标准的规定,并应提供相应国家检测机构检验合格的证明。

4 消防水枪应符合现行国家标准《消防水枪》GB 8181的性能和质量要求;
5、消火栓、消防水带、消防水带应有完整的商标和制造厂标志;
6、消火栓、消防水带、消防水枪的型号、规格等技术参数应符合设计要求;
7 消火栓外观不应有加工缺陷和机械损伤;铸件表面应无伤痕、毛刺、裂纹、缩孔等缺陷;铸铁阀体外部应涂红漆,内表面应涂防锈漆,手轮应涂黑漆;外部漆膜应光滑、平整、色泽一致,不得有气泡、流痕、皱纹等缺陷,不得有明显的凹凸、划伤等;
8 消火栓螺纹密封面应无划伤、毛刺、漏丝、断丝;

12.2.4 消防炮、喷头、泡沫发生装置、泡沫比例混合装置、泡沫液压储罐、泡沫喷嘴等水灭火系统专用部件的现场检验应符合现行国家标准《自动喷水灭火系统施工》及《泡沫灭火系统施工及验收规范》GB50261、《泡沫灭火系统施工及验收规范》GB50281等有关规定。
12.2.5 管道、管件应进行现场目视检查,并应符合下列要求:
1、镀锌钢管应为有内外壁的热镀锌钢管。钢管内外表面镀锌层不应脱落、不生锈。球墨铸铁管内水泥层和外防腐层不应脱落。如有锈蚀等现象,钢丝网骨架塑料复合管的管壁厚度应均匀,内外壁不应有划痕。各类管道、管件应符合表12.2.5相应标准的规定;
